Safety

At Nhien Lieu Xanh, safety is the basis of every decision. The 3Ps model — hazard identification, risk assessment and preventive measures — is applied from design and construction through LPG/LNG operation.

Each control is reviewed against site conditions so hazards can be identified early, risks managed, and operating teams prepared to prevent incidents.

3Ps Model

- Review drawings, equipment manuals, safety data sheets and operating records before the survey.
- Inspect tanks or cylinders, pipework, regulators, gas detectors, ventilation and fire protection on site.
- Record each hazard, location, condition and owner so every control point can be tracked.
- Consider likelihood, consequence and exposure during operation, delivery and maintenance.
- Include non-routine work, equipment changes and emergencies—not only normal operation.
- Prioritize serious risks and use interim controls where a complete measure cannot be implemented immediately.
- Prefer elimination, substitution and engineering controls before procedures and personal protective equipment.
- Coordinate installation, commissioning, operating guidance, maintenance and drills within each project scope.
- Review control effectiveness after changes, incidents or new findings so the control cycle stays current.

Standards & Compliance

Design applies TCVN 7441, QCVN 08:2012/BCT, QCVN 10:2012/BCT, QCVN 06:2022 and NFPA 54/57/58 within each project's scope. Equipment is selected against FM/ATEX certification and ASME/API-5L standards where applicable.
